Proposals are invited by TIFAC, a registered Society under the aegis of the Department of Science & Technology, Government of India, for conducting in-depth studies in the area of FDI in R&D to assess/evaluate the determinants and impact.

These studies should be based on primary data and could be

a. Multi sectoral studies focused on regions of high concentrations such as Bangalore, Chennai, and the National Capital Region and in the Mumbai–Pune belt etc. The proposal should specify the cluster that is being studied.


b. Single industry/sector studies in key sectors such as Pharmaceuticals, ICT etc that are national in scope

Some important aspects regarding invited proposals for studies in the area of FDI in R&D units to assess and evaluate the determinants and impact

I. The questionnaire should among others, seek information relating to:

  • Whether the unit is a stand alone R&D unit or is attached to a manufacturing unit
  • Whether it is doing innovative R&D or merely adoptive R&D to suit Indian market conditions. 
  • The extent of networking that is happening between R&D units, Govt. labs, IITs and IISc Universities, manufacturing firms, multinational enterprises etc.
  • The role of venture capital.
  • Ownership aspects of patenting and commercialization of patents.
  • The kind of output generated –new products, process, and minor modifications and incremental innovations and associated economic value
  • Details regarding scientific personnel in the units 
  • Impacts and spillovers to other organizations and enterprises: spread of R&D Culture, extent of localization of foreign affiliates’ outputs, etc
  • Unit specific information that are normally found in the balance sheet data

II. The proposals should mention the sample size (the number of units they intend to study) and the regional cluster/ industry they will be covering.

III. Sector wise studies could cover spillovers of FDI in R&D on

i. The S& T manpower in the national S&T system (eg. from institutions and academia to MNCs /their R&D set-ups and vice versa): the kinds of people moving (their special skills, whether these are PhDs/Engineers etc), the demand for S&T manpower in FDI based units etc.
ii. Domestic industry including R&D outsourcing and contract research

(Preference will be given to scholars having a good publication record in refereed journals)
